Executive Order 13603, signed into law by President Obama will give him the right to institute Martial Law and make preparations for FEMA occupation camps.

iRumorMill.com Determination: Real Executive Order but False Claims

 Executive Order 13603 was signed by President Obama on March 16, 2012 under title of "National Defense Resources Preparedness." The executive order brings to date and modernizes policies that were last signed by President Bill Clinton in 1994. National Defense Resources Preparedness is not really new and been around for decades. It was originally put in place by President Franklin D. Roosevelt in 1939.

There is one provision in the the latest version of this Executive Order that may raise the eyebrows of many conspiracy theorists as it could be interpreted as a usurpation clause of the U.S. Government:

Sec. 804.  General Provisions. (a) Nothing in this order shall be construed to impair or otherwise affect functions of the Director of OMB relating to budgetary, administrative, or legislative proposals. (b) This order shall be implemented consistent with applicable law and subject to the availability of appropriations. (c) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.
