The quotation was found posted on Twitter feed allegedly belonging to Bill Murray on October 18, 2013.
Also posted was a disclaimer saying that the feed was a parody site not belonging to Bill Murray: "I AM NOT BILL MURRAY. This is a parody account. This account is not in any way affiliated with the actor Bill Murray."
The quote was penned by Ken Huber, a former assistant city manager for White Bear Lake who coined the term in a letter to an editor.
