Mike Pence did not say this. The source of the alleged quote is Newslo, a satire site on the web that will take a factual news story and enhance with imaginary content for entertainment. The foundation for the Newslo page was a real news story about abortion legislation signed into law by Pence.
In March 2016, "Indiana Gov. Mike Pence on Thursday signed a bill that bars women from seeking an abortion because the child will be born with a disability, a controversial restriction that is one of the tightest abortion laws in the country." This according to a March 24, 2016 article by CNN.
CNN reported that the State of Indiana "has some of the most restrictive abortion laws in the nation."
